The Honourable Senator Runciman moved, seconded by the Honourable Senator Di Nino, that the bill be read the third time.

In amendment, the Honourable Senator Cowan moved, seconded by the Honourable Senator Tardif, that the bill be not now read a third time, but that it be referred to the Standing Senate Committee on Legal and Constitutional Affairs for consideration and report.

After debate,
The Honourable Senator Tardif, for the Honourable Senator Joyal, P.C., moved, seconded by the Honourable Senator Cowan, that further debate on the consideration of the report be adjourned until the next sitting.

The question being put on the motion, it was adopted.


Ordered, That Order No. 84 (motion) under Other, be brought forward.

Resuming debate on the motion of the Honourable Senator Di Nino, seconded by the Honourable Senator Stewart Olsen:

That the Senate of Canada call upon the Chinese Government to release from prison, Liu Xiaobo, the 2010 Nobel Peace Prize Winner;

And, on the motion in amendment of the Honourable Senator Day, seconded by the Honourable Senator Banks, that the motion be amended by replacing all the words after "call upon" with the words:

"the Government of Canada to discuss with the Chinese Government the welfare of Mr. Liu Xiaobo.".

After debate,
The Honourable Senator Di Nino moved, seconded by the Honourable Senator Tkachuk, that further debate on the motion in amendment be adjourned until the next sitting.

The question being put on the motion, it was adopted.
